Diplomat Zoran Milivojević today criticized Serbia’s announcement that it will seek an emergency meeting of the UN Security Council regarding the situation in Kosovo and Metohija, calling it a natural path to defending state and national interests and a reminder of the binding Resolution 1244.
„It should be noted that Kosovo is under UN protectorate, Resolution 1244 of the UN Security Council is in force and binding, and that Kosovo and Metohija are the territory where UNMIK and KFOR operate under the mandate of the United Nations and their main concern is security and stability,“ Milivojević told Tanjug.
He believes that this time, the security and stability are directly threatened, with possible severe negative consequences that could lead to the exodus of the Serbian people.
„After several recent moves by Pristina, which deny the right to a normal life, the situation is clear, and there should be no problems with scheduling a meeting,“ Milivojević said.
Speaking about the scheduling procedure, Milivojević says that the chairman is obligated to accept the request, after which a vote is taken within the framework of the five permanent and 10 non-permanent members, adding that a majority of nine is needed to put Serbia’s request on the agenda.
„The balance of power, if we are talking about the positions of individual countries, in this case, is unfavourable for Serbia because besides the three permanent members of Great Britain, the United States, and France, there are also countries that have recognized Kosovo’s independence such as Japan, South Korea, Switzerland, Malta, Slovenia. If there is a desire of the West and Western centres of power to obstruct the session, they can impose a majority,“ Milivojević added.
He recalls that Guyana, which has also recognized the independence of Kosovo, is currently at the helm. However, Milivojević believes that the circumstances this time are different and speak in favor of holding the session, as can be seen from the recent statements of the Quint and the United States regarding the recent moves of Albin Kurti concerning the dinar.
Their efforts to reverse this measure suggest that objective conditions have emerged that we have not had so far, so that these countries could perhaps react in favor of the session. Milivojević believes that there is also a danger which we have witnessed for years, that is, an attempt by Western centres of power to privatize the Kosovo issue and not to allow it to move beyond their „competence based on the mediation of the European Union.“
„Because in this moment the emergence on the global scene, returning to the Security Council, is contrary to Western interests, because it strengthens Resolution 1244 of the UN Security Council and the undisputed fact that Kosovo is not a state. This is all that does not suit the West,“ Milivojević said.
However, as he says, this time there could be a debate, which of course would lead to divisions of opinions, which is nothing new.
„For Serbia, it is politically and strategically important to see the state on the ground,“ said Milivojević, adding that an emergency session would also show that Resolution 1244 is in force and binding, and that is crucially important for Serbia, because our most important argument is based precisely on international law.
„Kurti’s strictest measures so far“
Milivojević also assessed that what is happening in Kosovo is a continuation of the policy that has been going on for two years with the Self-Determination and Albin Kurti in an attempt to impose the state of Kosovo by force, by removing the state of Serbia, and if possible, the Serbian people from that area.
„This is, I would say, the hardest blow so far. It directly endangers the lives of the Serbian people. And it creates conditions for exodus. It is no coincidence that in recent months we have had over 10 percent of people who have emigrated in one way or another,“ said Milivojević.
As he says, it is obvious that Kurti is trying to complete and finish this process with the strictest measures so far, due to the uncertainty about what could happen in the near future, due to changes in the EU, due to the crisis in Ukraine, due to changes in America, etc.
Kurti, as he says, does not want to take any risks, because he has so far obviously had support for all measures and actions he has taken.
„There have been verbal reactions, but never with concrete measures. Kurti has not felt any concrete measures that would call into question what he is doing in the field. He started with repression against the Serbs, with armed incursions, with those illegitimate, illegal elections held in the north of Kosovo and Metohija, to usurpation of property, to trials that are illegal, without basis. There have never been measures to stop all of these activities,“ observed Milivojević.
